Development switch
Controls whether administrators may record new consent attestations. It does not change the consent requirement: the workshop still refuses any subject without active consent, existing attestations stay valid, and switching this off cannot un-consent anybody. Off makes the platform stricter, never more permissive.
A signed platform_admin token is required to change this.
Physical-QPU policy requires a short-lived signed token with the platform_admin role. Quantum operators may submit only after the administrator enables the policy.
Reconcile only reports drift. Projection writes: it reads the evidence fabric and upserts nodes and edges. Re-running is safe — every id is derived from the evidence, so a second run updates the same rows.
The switch controls physical IBM Quantum or D-Wave research compute. It does not enable diagnosis, treatment, dosing, devices, CRISPR, grafting or any biological actuation. Simulated QPU execution remains available independently.
